Je ne sais pas pour la BCE, mais la Fed est mi-publique mi-privée et a été créé suite à une loi nationale en 1913, donc une initiative publique. D'ailleurs le "comité des gouverneurs" de la Fed est nommé par PoTuS. Ergo*, ils ne sont pas un organisme privé poursuivant le but de créer de la monnaie pour la monnaie.

A partir de là... La Fed ser(vai)t(?) surtout d'organisme régulateur et de superviseur de la vie bancaire américaine.
Il s'agit essentiellement déviter les débordements des crédits, s'assurer de prix stables, de la circulation de liquidités, et de protéger des taux usuriers (bon certes ça marche pas si bien que ça).
