Non, au milieu du jeu, la geôle où t'enferme la sorcière, les personnages disent clairement que c'est parce qu'elle a lancé un champ anti-magie, mais tes sorts fonctionnent quand même durant les combats.
Je parle pas d'ultimecia, mais celle qui engage Seifer de son côté juste en lui disant l'équivelent prétentieux de "t'es pas cap', lopette".

During the prison escape, it is explicitly mentioned (and shown) that magic does not work due to an anti-magic field. However, not long after, the party fights Biggs and Wedge, and the battle participants can cast magic without difficulty. Furthermore, directly after the battle, it is announced throughout the prison the anti-magic field is being deactivated, dispelling the possibility it had been turned off prior to the fight.
