html2pdf work on server, javascript is not possible at all.

the only solution can be to save your generated graphic as image and use these images to generate the pdf

AFAIK highchart graphs can be exported (as PNG, SVG, ...).

Exporting your image to a PNG might be a solution, allowing you to incorporate that PNG in your PDF document, just as you'd do with any other image.
See http://www.highcharts.com/documentation/how-to-use#exporting for more informations -- of course, you'll have to find out how to send your data to the exporting service, without using any javascript ^^
