Ok, here's the story of this product:
It was written by Cyrano Jones back in 1995 or so in 2 days, in order for him to get acquainted with the Jaguar hardware (he had no previous experience). It was meant to be included as an easter egg in Sinister Developments' game, Slam racer. Unfortunately, two issues arose: a) Rare (Ultimate) didn't give permission for Jetpac to be included in Slam racer, b) Atari went belly up about two weeks before Sinister Dev. handed the game to them

After about 14 years later the source was found on old backup media, some issues were quickly resolved and it was handed over to the Outline 2009 game compo!
As I had virtually NO involvement with this game, I'm going to give it a thumbs up, since it's the speecy version on steroids
